[bug #66499] Parameter for option -j seems not to be validated and can cause hangs

Thanks for the patch Dmitry.

I decided to modify it to be a fatal error if the requested number of job
slots was too large, rather than a warning and reducing the size.  I just
think that if we can't satisfy the user's request it should be an error rather
than continuing to run with a different level.

I applied your patch with these changes.
