Ah, it does work if I run the build like this:
PATH=/home/buildroot/make:$PATH make host-libxml-parser-perl -j2
--shuffle=reverse

Is it expected that when invoking a sub-make as is being done

here] that the make binary being executed is the version from $PATH or is it
expected that it is the same version of make as was executed at the top
level?

I just double checked and it looks like --shuffle=reverse doesn't actually
matter and it does appear to simply be an issue with picking up the older
version(4.3) of make from $PATH for the sub-make.
