Follow-up Comment #2, bug #66500 (group make):
"Make has no idea that the recipe touched foo/tar."
And this is the problem. The manual says:
"The recompilation must be done if the source file, or any of the header files
named as prerequisites, is more recent than the object file, or if the object
file does not exist."
This condition is true after make touches foo/tar, but baz is not rebuilt.
