That is a nice initiative! Regardless if such a work should be included in
distributions of GNU make or if it should be included in projects using it
(which I think is a better idea than to have it as a prerequisite), I think
that it would be a good idea to add some copyright statements to the files and
some licensing terms (preferably some standard open source license like MIT,
som BSD variant or maybe GPL or AGPL. If a less permissive license like *GPL
is choosen, it might be worth clarifying the intention. Would it require the
built  software to have a *GPL compatible license? Or would it like gcc and
GNU make allow building proprietary software?
