File bootstrap.bat uses curl to download a few files from
https://git.savannah.gnu.org - see
https://cgit.git.savannah.gnu.org/cgit/make.git/tree/bootstrap.bat#n19 for the
URL. This now redirects to https://cgit.git.savannah.gnu.org but the curl
invocation does not follow redirects. The best fix (as well as amending the
URL there) is to add -L to the curl commandline at
https://cgit.git.savannah.gnu.org/cgit/make.git/tree/bootstrap.bat#n109 .
