Follow-up Comment #1, bug #67726 (group make):

It looks like ninja made the (IMHO) mistake of adding such a check, which make
doesn't do, as well. Sent https://github.com/ninja-build/ninja/pull/2692 to
fix that.

Note that make itself does not do such a check.
