Except that it requires enumerating all the out of date prerequisites that would otherwise be rebuilt.  That might be hard and they might be numerous.

While I feel like I understand the "what", assuming Basile's -o clarification, this native anglophone is also struggling to guess the "why".  As a long-time Make user, I don't recall ever wanting this... or even noticing Basile's suggested way of achieving it.
