getopt for 3.82

I don't know what your philosophy/policy is on this stuff, but I
notice that the getopt package has had some work done since it was
last copied into make. I'm not aware of any big problems with the
current version, other than a few spurious warnings which might be
addressed in the latest, but OTOH it's good to stay in sync. Do what
you prefer, I just wanted to remind people that 3.82 is an opportunity
to sync up getopt.
