Rename README.W32 README_W32.txt

Hello.
I see that README.W32 does not have the right file extension necessary
to open by default on an MS-Windows machine. I propose renaming it
README_W32.txt any thoughts?

It would make it more likely that MS-Windows users would find and read
the file when they get stuck too.
