Rebuilt from source (cygwin shell + MinGW gcc; 
mingw32-make-3.81-20080326-src.tar + patchProvidedAbove).

The patch is looking good so far.
I'm currently testing with wide variety of commandLenths and envvarNumber
combinations -- so far so good.
