Windows binary for make with HAVE_CASE_INSENSITIVE_FS flag

Hi,

I wanted to verify that the only way to get make to ignore filename suffix case (e.g. "JPG" vs. "jpg" vs. "Jpg") is to compile the source with the HAVE_CASE_INSENSITIVE_FS  flag set.  Is that correct?

Is there a way to get that behavior at runtime?

Is there a pre-built binary available?

I got make and friends from the binaries from gnuwin32.sourceforge.net.
