bug in SampleThetaVector

A bug in SampleThetaVector (Metropolis vector sampling) prevented 
variables sampled out of their prior range to be correctly updated. The 
sampler then got stuck forever. This affects about all versions up to 
5.6.5 included, but the problem was easily seen (that is, if you fell on 
the bug you must have noticed and it cannot have affected reasonable
results you obtained.
The bug is now fixed (as of July 14 2016) in the most recent code of 
Savannah and the fix will be included in the next version.
