new data pack available - Chilean regions

Hi all,

recently we had a bug report which seemed to hint at the
user trying to select a region in Chile. Investigation
revealed that the Chilean regions provided with GNUmed
needed updating.

Uwe Koch Kronberg from Chile chipped in and kindly provided
up to date region/province data for his country which was
turned into a data pack.

Feel free to update your reference data from the data pack
manager.
