GNUmed 0.8.3

I have release GNUmed 0.8.3 which is, again, a pure
maintenance release:

	0.8.3

	FIX: missing gmHooks import when _on_soap_modified is invoked
	FIX: exception due to faulty SQL in branded drug phrasewheel match provider
	FIX: faulty German translation of (menigococcus) "A" to (menigococcus) "D"
	FIX: subtle bug with validating date_deceased preventing demographics editing

Particularly the last one was rather nasty.

As usual, no database upgrade is needed to switch to 0.8.3 from 0.8.2.
