The plugins to be loaded are configurable -- per workplace
(the name of which to load is in the local config file). Now
if someone changes the plugin load list in the public
database (after all, that's what it is for :-) that'll
affect all followup users loading that workplace, who can in
turn change the configuration again. Or create a new
workplace, or ...

It's a public test database ...

That's the point of that database ;-)

It is what someone configured the database to display ...

That message is configurable and is intened to be a semantic
checkable item for people so they can sort of know they are
connecting to the proper database. You might prefer to
"name" yours "MS's pet portal" or some such :)

The branch, BTW, is of the praxis, to be precise.
