There's one aspect here that may not go down really well with regulators them not always being overly fond of having to think things through rather than just going "does/doesn't seem to fit the script" and calling it a day: - create a bill from, say, two billable items on the charge list - a safely-unique invoice ID is generated and stored with the bill - that ID is not (easily) editable and nearly not at all re*generatable* - but it is re*usable* for a different-looking invoice: - unbill one item from the bill - delete the invoice PDF - regenerate the invoice PDF The resulting PDF will contain the same invoice ID but will only contain one item as opposed to the initial two. Now, it is not possible (within the GUI) to add items to a bill, only remove some. But this may not be to the liking of regulators (despite everything being logged, so previous states are still available for auditing). I would suggest we make unbilling an all-or-nothing affair in which case there's no window of opportunity for invoice ID reuse left.
