WSL-4.0 release candidate

I'm nearing being ready to give a release candidate for 4.0.  I've
completed the release notes[1] which I would like a review.

How should we go about doing this release candidate?  We don't want
mingw-get installing this by default; there is an ABI change that will
cause a need to rebuild any libraries using opendir and friends.  The
release candidate has two purposes, first is the typical testing of a
package and secondly is a preparation of packages for the
up-and-coming official release.
