Am I interpreting this correctly?  Is this a replacement for the MSYS 
specific build of autoconf, (i.e. the one intended for use by those of 
us who develop MSYS components), rather that the more generally useful 
mingw32-autoconf, (i.e. the one for MSYS users, developing for native 
Windows application deployment)?

Before you do, you may wish to review Chuck's reasoning for maintaining 
the two separate package schemata.  In particular, if you are upgrading 
the mingw32-autoconf packages, you may need to consider his stratagem,
(derived from Gentoo package formulation, IIRC), for providing version 
support for autoconf-2.13+ vs. autoconf-2.50+ compatibility.
