Why is it unacceptable.  I tested it and it actually works well.

mingw-get install mingw32-rc_mingwrt
mingw-get install mingw32-rc_w32api

I removed the alias for the rc package so you must specify mingw32.

Of course the DB thinks both mingwrt and rc_mingwrt are installed but
that is OK.
To reverse back to the latest versions production release versions you
would simply do

mingw-get remove rc_mingwrt
mingw-get remove rc_w32api
mingw-get install --reinstall mingwrt
mingw-get install --reinstall w32api
