Have you compiled Win32CORE succesfully and does it actually have 
boot_Win32CORE. What version of Perl are you trying to compile?

$ objdump -D /src/perl-5.14.4-RC2/ext/Win32CORE/Win32CORE.o | grep 
boot_Win32CORE
