That'll make mingw-get use https when fetching the catalogue files, but 
not when downloading packages.  To apply the change consistently, you 
would also need to modify every "download-host" entry in every one of 
those catalogue files, (106 of them, and some with more than one 
occurrence), and you'd need to repeat the exercise every time you run 
"mingw-get update", for the subset of those catalogues which are 
replaced each time, (not always the same subset).
