I've raised this with our team and we think that what is likely
happening is that the user is reaching a threshold for hits and is
getting throttled. Does mingw-get have a connection delay option? Or
would it be possible to add?

I also see that you requested the user participate in this ticket, I
also agree that would be best.

We have had a complaint about the download system not being able to
download all files for the systems.  The list archive
https://sourceforge.net/mailarchive/message.php?msg_id=31096916 gives
a detailed list of what failed.  Thanks for your support.
