Another issue, not exactly related, but also in the NEWS file: I see
repeated references to GCC-3.5.4.  Don't you mean GCC-3.4.5, which
AFAIK, was end-of-line for the GCC-3.x series on Windows; (there may
have been a GCC-3.4.6 on some platforms, but we never had it).
