FWIW, focussing on libintl.a, (your identified vector), my cross
compiled gettext-0.18.3.1 exhibits:

  $ strings lib/libintl.a | grep share/locale
  /mingw/share/locale
  /mingw/share/locale

so this pair of references remain hard coded; they each represent an
exact match, as configured, for ${prefix}/share/locale, and this is
irrespective of configuration with or without --enable-relocatable.  (At
least, in my case, there's no explicit reference to any potentially
bogus drive assignment; /mingw is a symbolic link to a subdirectory of
my $HOME, where I've staged my build).

Out of interest, I ran the same strings command on Chuck's previous
gettext-0.18.1.1 release:

  strings lib/libintl.a | grep share/locale
  C:/Users/cwilson/AppData/Local/Temp/mgwport-reloc-zVfPtx/mingw/share
    /locale

so even this exhibits one hard coded reference to /mingw/share/local,
(with some drive specific prefix), which rather begs the question: why
did this not propagate to your previous GCC release?  Or, did it, but it
went unnoticed, because it refers to drive C:, which is less likely to
become inaccessible?
