That's surely prudent advice. Earnie has abandoned his so-called WSL-4
-- hopefully temporarily, due to day-job overload -- in a dreadfully
messed-up state. I have lost count of the number of regression tickets
I have personally filed, without so much as even an acknowledgement from
Earnie, and I certainly have not been alone in this.

I've made my own start, on attempting to repair the issues, but my
progress is slow. The damage is so bad that I've decided that I will
not repair it, without a complete rewrite of Makefile.in; until I've
done that, I will not even begin to address lower level issues.

It is distressing, but I fear that WSL-4 simply is not fit for purpose,
in its presently released state. For serious development work, I agree
that mingwrt-3.20-2 and w32api-3.17-2 may be a better choice.
