You could do that, if you don't care that it may leave your mingw-get
installation records in an inconsistent state.

Earnie's gcc-4.8.1 releases specified unfortunate dependencies on
mingwrt-4.x and w32api-4.x.  If you have them installed, you should be
able to:

  $ mingw-get remove mingwrt w32api

to get rid of them, then:

  $ mingw-get install "mingwrt<=3.20.*" "w32api<=3.17.*"
