Looking back to the previous releases, which are still visible on our 
FRS download pages[1], it was done thus up to v4.3.0, with just one 
Ada package for each release; thereafter, the DLLs were moved their 
own separate package, and in the process they were relocated from their 
default $prefix/lib/gcc/mingw32/[version]/adalib installation path, to 
$prefix/bin.  That relocation would have moved them away from where the 
gnattools would have expected to link them, making it even less likely 
that any Ada application would have been linked to depend on them; no 
existing distribution has provided corresponding import libs, which 
might have mitigated the effect of relocation.

FWIW, I haven't checked them all, but the distributed libgnat-4.7.dll 
*was* stripped; did that create problems for users of that release?  
I don't remember any having been reported, but maybe that's simply 
because no one ever used them.

[1]: Those which actually included gnatlib DLLs; GCC-3.x appears not 
to have done so; neither did any of my cross-compiled releases, from 
GCC-4.8.2 onwards.  Furthermore, while GCC-3.x *did* include the 
gnatdll.exe tool, that appears to be missing from the GCC-4.x and 
later releases.
