Just because 'uname' reports 1.0.15 doesn't mean you have the latest
msys-DEV package.  There are several components of the msys core; most
people update the 'msys-*-bin' component and think that's all they need
to do.

You need ALL of the following:
msysCORE-1.0.15-1-msys-1.0.15-bin.tar.lzma
msysCORE-1.0.15-1-msys-1.0.15-dev.tar.lzma
msysCORE-1.0.15-1-msys-1.0.15-ext.tar.lzma
	
and you might want these:
msysCORE-1.0.15-1-msys-1.0.15-dbg.tar.lzma
msysCORE-1.0.15-1-msys-1.0.15-doc.tar.lzma
msysCORE-1.0.15-1-msys-1.0.15-lic.tar.lzma

But as I'm sure you are aware, it is (and has been) broken. You need
also the _G_config.h file, and put it in the right place...
