why are files split between osdn and broken sourceforge?

Why are the mingw files split between two different hosting platforms?

Currently sourceforge is broken as far as mingw-get is concerned.
Unless one performs a complicated procedure involving HEAD requests
it simply is not possible to perform any kind of automated download
of the type that mingw-get performs.

When a new platform was chosen why were all of those files
left on sourceforge? Surely it would have made sense to duplicate
the entire set of files on osdn.net so that a fresh install might work.
