Trying to reinstall mingw32-libgcc-dll fails with:

   install: libgcc-8.2.0-5-mingw32-dll-1.tar.xz
    installing libgcc-8.2.0-5-mingw32-dll-1.tar.xz
   mingw-get.exe: *** ERROR *** C:\MinGW\/bin/libgcc_s_dw2-1.dll: extraction failed
   mingw-get.exe: *** ERROR *** C:\MinGW\/bin/libgcc_s_dw2-1.dll: probable package conflict; existing file not overwritten

Yes, I have only one copy of libgcc_s_dw2-1.dll on my entire
PC.  I think it was because of the error above that it was
never updated.
