I'm no longer sure this conclusion is correct.

The problem remains that C++ programs using libraries which call out
to the likes of btowc and mbrtowc cannot run on Windows XP.

In case it matters, I build GDB and gdbserver with -static-libstdc++.

Any help will be appreciated.
