Thanks for testing; I'll update the mingw-get catalogue, to promote this
as the default.

FWIW, I did a "nm -A" search of all lib*.a files, in the previous build;
libstdc++.a was the only one to exhibit obsolete references:

  libstdc++.a:codecvt_members.o:  U ___msvcrt_mbrtowc
  libstdc++.a:codecvt_members.o:  U ___msvcrt_wcrtomb

With the gcc-9.2.0-2-mingw32 build, these become:

  libstdc++.a:codecvt_members.o:  U _mbrtowc
  libstdc++.a:codecvt_members.o:  U _wcrtomb
