Yes.

The content for that tab has yet to be written.  In the absence of
volunteers, to assist with the recreation of content from the now
defunct MinGW.org wiki, it is likely to remain that way, until I get
around to it, which may take some indeterminate length of time.

If you mean https://sourceforge.net/projects/mingw/files/ that is our
old file distribution store.  It hasn't been updated since interference
by SourceForge management, in our ability to effectively manage our own
project, made our continued use of their services untenable.  However,
due to package maintainer inertia, some of our packages remain there.

For our newest packages, you should first look, in order, to

   https://osdn.net/projects/mingw/storage/

but, if what you are looking for isn't there, then it probably hasn't
been moved from SourceForge yet.

You will need to be a lot more specific about whatever problems you are
experiencing with the installer.  Personally, I have not observed *any*
problems, running the latest version, as installed by running

   https://osdn.net/projects/mingw/downloads/68260/mingw-get-setup.exe/

on Windows-7, (and it should work equally well on any newer version of
Windows).  If you are trying to run it on Win-XP, or earlier, or if you
are trying to run an older version of the installer, (particularly any
version downloaded from SourceForge), then you can expect problems; as
written, the installer relies on Microsoft's WININET.DLL, and on Win-XP
and earlier, the supplied version of that library is no longer fit for
purpose, in conjunction with contemporary internet technologies.

Once again, this limitation is unlikely to be resolved, unless someone
steps forward, and volunteers to rework the internet access API, as it
is implemented for the mingw-get installer.

Perhaps you could persuade your administrator to provide a C:\MinGW
hierarchy, and give you sufficient privilege to install into it?  (I
came to such an arrangement with the administrator, in my erstwhile
employment, so that I could administer my own MinGW installation).

I don't know.  Without more explicit details of your particular problem,
it is difficult to advise.
