[bug #67996] Octave should use fractional scaling for Qt plots on Wayland

Follow-up Comment #11, bug #67996 (group octave):

Wayland is asynchronous protocol. When plot window is created on "secondary"
display with different `dpi` and `dpr` paramaters than that on "primary"
display, it needs soe delay to allow compositor to obtain correct values. 
I can see this problem if I start Octave on "secondary" (with 150% scale,
while "primary is at "200%") -- the resulting plot is not scaled correctly to
fit into gui window. This can be "fixed" by dragging the window (with mouse)
to "primary" display and back which forces Octave to re-read display
parameters and re-draw the plot correctly.
