[bug #68033] mkoctfile does not work using version 11.0.92 on Windows 11

Thanks for the report.

The problem is actually even more generic: Double-quoted commands aren't
handled correctly by `system` on Windows. But those double-quotes are needed
to handle paths with spaces.

The attached patch fixes the issue for me locally.
