[bug #68033] mkoctfile does not work using version 11.0.92 on Windows 11

Follow-up Comment #3:

For testing, let's use the file *helloworld.cc*.  It is included in the Octave
distribution, but I'll attach it here for ease.

Launch Octave and *cd* to the directory containing *helloworld.cc*.  Then try

pwd
mkoctfile -v helloworld.cc

I'm interested in whether the directory contains spaces or other special shell
characters, and also how *mkoctfile* is quoting arguments.
