Follow-up Comment #9, bug #68033 (group octave):

I'm trying to come up with a self-test for this. But that would probably
require a program which we can run on all platforms inside the build tree and
after Octave has been installed. Ideally that program wouldn't have any side
effects. Something like the reproducer from comment #4. But "gcc" won't be
available everywhere.

In principle, something like `[a,b]=system('"mkoctfile" "-p" "CC"')` would
also work as a test. But it is probably hard to run `mkoctfile` (or any other
executable built by Octave) before Octave is installed.

Any ideas?
