[bug #68033] mkoctfile does not work using version 11.0.92 on Windows 11

Follow-up Comment #11:

I slightly simplified the new tests by de-duplicating the commands that are
used to determine the full path to the octave executable and made sure that
`make check` still passes on Linux.
With that, I pushed the change to the stable branch (hg id 7262c69d3ca0).

Marking as ready for test (at least until the end of a complete CI cycle in ~2
days).
