[bug #68033] mkoctfile does not work using version 11.0.92 on Windows 11

Please use the bug tracker to post updates to a bug report.  The mailing list is intended as a read-only notification stream.  Info posted to this mailing list address won't appear in the tracker database where it is most useful.

Follow-up Comment #14, bug #68033 (group octave):

BIST testing, regression testing, CI are all useful for us.  But it doesn't
seem like this obscure issue should delay the 11.1.0 release.  I'll post over
on Discourse asking if we are ready to make release.
