[bug #68033] mkoctfile does not work using version 11.0.92 on Windows 11

I went ahead, added a commit message and pushed the patch from comment #13 to
the stable branch (hg id 4707e181cf09).

If we come up with something that would work more generically, we can still
change that.

Marking as ready for test again.
