[bug #47508] package installation very slow due to makeinfo

I have recently noticed that installing packages takes considerable time, and
after some investigation, I found that the slowness appears to be related to
makeinfo during the doc-cache generation process. I then came across Bug
#47508, which was opened back in 2016, describing exactly this issue.

I am writing to inquire about the **current status** of this issue. Have there
been any changes or improvements over the years regarding this problem? While
I understand the situation may have been worse in the past, I still experience
noticeable delays during package installation today.

Specifically, I would like to suggest: **Would it be possible to have
pre-generated doc-cache files included in the release tarballs of commonly
used packages, especially those maintained by Octave core members?** This
seems to me a practical approach that could significantly improve installation
experience for end users without requiring major changes to the core system.
