[bug #49294] [octave forge] (level-set) fails to install in octave 4.2.0rc2

Follow-up Comment #24, bug #49294 (group octave):

There were some additions pushed to the repo in 2019 by the maintainer, and
looks like the patch attached here was applied but no new release made

The __lo_ieee_float_is_info errors are newer, and effect both windows and
linux with current versions of octave

I think this one can be closed as fixed? as there is Bug #65293 for octav e 9
(Although I think is needs additional patching to work with octave 10+)
