Follow-up Comment #1, bug #68058 (group octave):

"Ctrl-4" sends SIGQUIT and octave acts accordingly. You can disable this with
"stty quit undef" (shell command). You can add it to your startup script like
.bashrc.
I guess Octave can intercept and ignore this signal, but I am not sure if this
a good idea.
