[bug #68089] (image) imhist.m is broken since Octave 11.1.0 (due to colorbar.m)

Until version 10.3.0, we get:

error: colorbar: LOC specification must occur as final argument


I think that we should have a private function called call_colorbar, which
will check the version and, based on the version it will decide to call the
new format or the old format.

We can use:
verLessThan('Octave', '11.1')
