[bug #68095] [octave forge] (nan) Failing unit tests for histo2 and histo3 with Octave 11

This is exactly what MATLAB returns.

sum ([])
ans =

     0

sum ([], 1)
ans =

  1×0 empty double row vector

So, it is not a regression, but a compatibility change. The *nan* package will
have to adapt accordingly.
