I can confirm this issue on Windows 11 25H2.
Maybe, we should just disable the pager in the GUI (in favor of scrolling in
the command window widget).
ISTR that, at some point in the past, we talked about disabling it in the GUI.
We could potentially start doing that on Windows-only first.
ISTR that I had a patch for that at some point in the past. Might be the first
patch from this comment of the thread that Denis pointed to:

(I don't get a deadlock between readline and input. So, the second patch from
that comment is probably not needed.)
