[bug #68112] Pager no longer working under Windows

Please use the bug tracker to post updates to a bug report.  The mailing list is intended as a read-only notification stream.  Info posted to this mailing list address won't appear in the tracker database where it is most useful.

Follow-up Comment #7, bug #68112 (group octave):

I didn't get the pager to work in the GUI on Windows (without causing a
regression for bug #67994).

The attached patch restores the pager for the CLI. But it disables the pager
in the GUI (no longer causing an issue with the "stuck" `less` process).
