[bug #34173] Unary negative casts permutation matrices into full matrices

in general agreement with comment #20.  

before closing this as a not a bug/won't fix - there was suggestion to
document somewhere the sorts of things that a user should expect to convert
some of these compact storage types into a full matrix.  Would that still be
of use, and if so, where should that go? and what would be included?
