[bug #45088] [octave forge] (image) rangefilt requires domain and image to have equal number of dimensions

Avinoam sent me here. I can see about making possible changes to
__spatial_filtering__, but it is hard to follow up through multiple bug
reports and patch trackers to figure out what is going on and what is the
current status. 
Can someone summarize?
Also it would be nice to have tests in a separate file rather than just a part
of some patch that I also need to hunt through multiple sources?
