[bug #68150] Axis labels should be displayable also for invisible axes objects

IMHO, there's a MATLAB compatibility issue with MATLAB; 2012b and 2013a
happily create a visible xlabel with a pie chart.

To wax philosophical a bit, from one viewpoint, this a consistency versus
common sense issue.  Yes, it makes sense that if you set a figure Visible off,
all the figure's children also become invisible.  Consistency then says the
same rule should apply to axes and it's children.  But, that's where
consistency must yield to common sense.

But, perhaps later versions of MATLAB have solved the problem: i.e. it can
have consistency and common sense.  I understand that more recent MATLAB's now
have things like Ruler objects for the individual axes.[fn1]  If so, problem
solved, right?  The Ruler's can have their Visible set off for pie charts, but
if an xlabel is a child of the axes, it can be visible at the same time the
XRuler Visible is off, right.

I would suggest Octave stick with common sense even if MATLAB doesn't.  ;-)
